Littering is illegal. While the litter problem gets worse, however, very little effort is made by the police and local authorities to take the problem seriously.

In 2008 there were only 1,900 prosecutions for littering; 220 were in Cumbria and one was in London. The maximum fine for littering is currently £400; the average fine is £32. Of those prosecuted for littering, 6 per cent are women and 94 per cent men. As the problem grows, the effort to combat litter has also grown.

The Tidy The UK Group now has 10 active regional campaigns, attracting £3 million worth of government support and £5 million of industry sponsorship, much of it from the companies whose used packaging is most prominent among the litter being tackled. WHAT NEEDS TO CHANGE: The litter problem wouldn't exist if people simply put their litter in a bin or took it home with them; what is needed is a widespread education effort. Well-designed litter bins need to be provided wherever litter is generated, and they should be emptied regularly.

There should be stricter international controls on litter dumping at sea, and the laws against littering should be properly enforced. PACKING UP 127 WHAT YOU CAN DO: Buy products with minimal packaging - individually wrapped sweets, for example, inevitably create more litter than ones sold loose in a paper bag. Avoid over-packaged fast food; you pay for the packaging you throw away.

Avoid picking up 'free literature' you don't need; just say no. Don't drop litter: put waste in a bin or take it home with you. Don't let your children drop litter.

It can be a tedious process, especially when they are under peer pressure to ignore you, but persevere: thoughtless children become selfish adults. Don't just watch someone littering without saying anything.

If you can't bring yourself to challenge the litterer, pick it up yourself. The Tidy The UK Group produces a range of literature, and the regional campaigns organise regular clean-up projects, which are always looking for volunteers. Various charities organise sponsored clean-ups - much more ecological than jelly-throwing or balloon races. Look out for details in your job site or organise one yourself.
